Habitat Professionals Forum Networking Event "Public
Engagement: The Inclusive Approach" at the 3rd World Urban
Forum in Vancouver
Vancouver, Canada 18-23 June 2006
The Habitat Professionals Forum organised a Networking Event as
part of the programme of the 3rd World Urban Forum in Vancouver 22
June 2006. This networking event was one in the series of more than
160
networking events that were organised during this major UN Habitat
Congress. This time the World Urban Forum was attended by more than
10,000 participants representing Habitat partners like
professionals, academics, NGOs, government, local governments and
parliamentarians. The number of participants doubled to the
previous meeting in Barcelona in 2004.
The HPF Networking Event was attended by more than 100 delegates,
so that the room was overcrowded and some delegates had to sit on
the floor. At this two-hour session five presentations were made.
The facilitator of the session was Univ.-Prof. Holger Magel,
Chair of HPF and President of FIG. The speakers were Dr. Irene
Wiese - von Ofen (IFHP), Prof. Matthias Reichenbach-Klinke,
Prof. James R. Taylor (IFLA), Ms. Christine Platt
(SAPI) and Mr. Selman Ergüden (UN-Habitat).
During the WUF there was also the meeting of the Steering
Committee of the Habitat Professionals Forum. At this meeting future
activities including participation to the 20th Meeting of the
Governing Council in 2007 and at the 4th World Urban Forum in
Nanjing, China
in 2008 were discussed.

Prof. Magel represents the Habitat Professionals Forum at the
5th European Congress on Village Renewal
St. Pölten, Austria, 21-22 September 2005
Prof. Holger Magel, Chair of the Habitat Professionals Forum and
President of FIG, attended the 5th European Congress on Village Renewal – “Rural
Areas in 2005 - Changing Realities – New Challenges” which was held in St.
Pölten, Austria, 21-22 September 2005. His keynote presentation was titled: “The
resources of rural areas. A plea for sustainable land management and an active
civil society”.
The aim of the Congress was to discuss the manifold changes and revolutions
that are reshaping the rural world at the beginning of the third millennium,
and on the basis of this discussion, to present and also to develop ideas and
strategies for managing these changes, averting them or taking advantage of
them.

As part of the tremendous activities and sessions of UIA World
Congress (International Union of Architects) in Istanbul - more than
6,000 delegates - the Habitat Professionals Forum (HPF) had an own
session on the very topical theme “Governance – People –
Professionals” under the chair of the FIG President Holger
Magel, who is the current chair of Steering Committee of the HPF.
The panellists Lars Reutersward (UN-Habitat), Holger Magel,
Aydan Erim (UIA) and Selman Erguden (UN-Habitat)
discussed the changed roles of planners and architects as
professionals in a changed world of increasing civil society, good
governance principles and citizens who ask for more participation.
As an clear outcome it was said that more than ever professionals
must be able to match these new challenges. Universities have to
teach very early modern methods, instruments and skills in informal
planning, moderation, mediation and even conflict management.
First of all they should start to deliver this message: The
citizen is an expert too regarding his experiences and knowledge
about his home. The only one what should be done: he has to be
trained in the “language” and inter-linkages of planning!

On occasion of the XXII World Congress of UIA Congress
(International Union of Architects) in Istanbul 3–7 July 2005 there
was a Workshop organised by the Habitat Professionals Forum. In
addition to the workshop the Steering Committee of the Habitat
Professionals Forum (HPF) had its meeting. Chair of the HFP Prof.
Holger Magel welcomed the representative of UN-Habitat Dr.
Lars Reutersward, Director of Global Division who is responsible
for the 3rd World Urban Forum to be held in 2006 in Vancouver,
Canada and Mr. Selman Erguden, Head of UN Housing Rights
Program and Ms. Aydan Erim, representative of UIA and member
of organizing committee of the UIA Congress in Istanbul. The most
inspiring outcome of the meeting was the clear expression of
UN-Habitat representatives that the HPF is regarded as a very
important professional partner for UN-Habitat at the global level
and that it is therefore asked to make strong contributions to the
program of the 3rd WUF in Vancouver in June 2006. |

Habitat Professionals Forum at the 2nd World
Urban Forum
The Habitat Professionals Forum organised its
latest activity at the 2nd World Urban Forum - “Cities: Crossroads of Cultures
– inclusiveness and integration?”, which was organised by UN-Habitat in
Barcelona, Spain, September 13-17, 2004. The conference attracted almost 5,000
registered participants. This 2nd WUF included dialogues and networking events
that were organized by UN-Habitat with several partners representing
governments, local authorities, CBOs, NGOs, international donors and
professionals like the Habitat Professionals Forum and FIG.
The conference programme included nine
dialogues with all Habitat partners and almost 100 networking events were
divided under six themes: city management, finance, housing and
infrastructure, sustainability, inclusiveness, and risks.
The Habitat Professionals Forum together with
the UN-Habitat organised one of the networking events under the title "The
Challenges of City Financing: Habitat’s Professionals Forum and Land and Urban
Poverty".
The speakers in this session included Dr.
Irene Wiese - von Ofen as moderator and Prof. Horst Zimmermann
(Germany), Prof. Om Prakash Mathur (India), Prof. A. C. Mosha
(Botswana) and Mr. Timo Härmälä (Finland) as keynote speakers. This
session was attended by almost 100 participants and the discussion during the
three hour session was very lively.
After the networking event the Steering
Committee of the Habitat Professionals Forum had its meeting at which Dr.
Wiese - von Ofen after chairing the Forum for its first five years gave the
chairmanship to Univ. Prof. Dr.-Ing. Holger Magel for the next period.
Prof. Magel is President of the International Federation of Surveyors, FIG.

Steering Committee of the Habitat Professionals Forum met
in the permanent office of the International Federation of Surveyors
FIG in Copenhagen 6-8 December 2002. At the meeting the International
Landscape Architect Association (IFLA) and the South African Planning
Institution SAPI joined the Forum. Main topics at the meeting were
discussions on the future activities of the Forum and participation to the
19th Session of the Committee on Human Settlements in Nairobi, May 2003 and
to the 2nd Urban Forum in Barcelona in September 2004. |

Habitat Professionals Forum Parallel Events at Istanbul + 5
In June 2001, five years after Habitat II, the General
Assembly of the United Nations held a special session to review and appraise
implementation of the Habitat
Agenda worldwide. On each of the three days of the special session, the
Habitat Professionals Forum convened lunchtime
discussions to exchange professional views concerning key aspects of the
Habitat Agenda. Each session featured one resource person who was asked to make
a brief presentation; followed with an active discussion with the participants.
In addition Dr. Irene Wiese - von Ofen, Chair of the
Habitat Professionals Forum was invited to made a presentation
on behalf of the Professionals Forum at the Plenary Session of the General
Assembly.

The Habitat Professionals Forum at Urban 21
The Habitat Professionals Forum is a group representing several professional
organizations concerned with implementation of the Habitat Agenda. The first
major meeting of the Forum took place at the Global Conference on the Urban
Future - Urban 21 in Berlin 5 July 2000.
The Chair of the Forum at Urban 21 was Dr. Irene Wiese-v. Ofen,
President of the International Federation of Housing and Planning. The Forum
heard opening remarks from Dr. Klaus Töpfer, Acting Executive Director
of the United Nations Center for Human Settlements, delivered in Dr. Töpfer's
absence by Manfried Konukiewitz.
Presentations were then made by representatives of four of the sponsoring
organizations. David Mammen as rapporteur made his summary of the Forum.
A summary of the Forum was then presented at the final plenary session of
Urban 21 by Dr. Wiese - von Ofen.
